What Is the PM Youth Laptop Scheme?
The Prime Minister Youth Laptop Scheme is one of Pakistan's longest-running and most impactful digital education programs. It is not a new idea , but it keeps growing.

The Honorable Prime Minister announced that the government will provide laptops to talented students. The project aims to give opportunities in the form of laptops to young and talented students studying in public sector Higher Education Institutes across the country and Azad Jammu and Kashmir. The project has been approved by ECNEC as the PM Youth Laptop Scheme Phase III, under which 100,000 laptops would be awarded to talented students on merit through an online transparent system. Who Is Eligible? Read This Carefully.
This is where most students get confused , or worse, apply without checking and waste everyone's time. Let's be very clear.
You ARE Eligible If:
You must be a valid student as of the closing date for application submission, which is June 1, 2026. Google Play
Students studying in public sector universities and degree awarding institutes and sub-campuses duly recognized by HEC are eligible. Students enrolled in PhD, MS, MPhil, or equivalent 18-year programs are included. Rehmat Card
For undergraduate programs, students must have obtained at least 50% marks in their Matric or SSC degree. Students currently enrolled in intermediate, high school diploma programs (FA, FSC, ICS, I.COM, and DAE) or in graduation programs (BA, BSC, B.COM, BS) are eligible. The Express Tribune
The eligibility criteria include: being enrolled in a recognized public university, being a Pakistani national including AJK and GB, meeting merit criteria, and not having received a laptop under any previous government scheme. Elevate Pay
You Are NOT Eligible If:
Students enrolled in higher education institutions in the private sector are not eligible. Students enrolled in any government postsecondary and degree-granting institutions that are affiliated colleges, rather than main campuses, are also not eligible. Those students who already obtained a laptop through a Federal or any Provincial Government program will not be eligible. Foreign nationals, with the exception of AJK students, will not be considered. Distance learning students are generally not eligible unless HEC specifically announces otherwise.

CM Punjab Laptop Program , A Separate Option
Before we go into the federal scheme application, it is worth mentioning this.
The CM Punjab Laptop Program 2026 is a flagship initiative launched by Chief Minister Maryam Nawaz Sharif to empower students with modern digital tools. How Laptops Are Distributed , The Quota System
This is something most guides skip over and it is actually quite important to understand.
Each institute will be given their share of laptops based on a predefined quota as outlined in eligibility and merit criteria. As per PM office directives, Balochistan HEIs quota has been fixed at 14%, meaning 14,000 laptops will be distributed in Balochistan HEIs. Laptops will be purely distributed on merit basis in each degree program , PhD, MS/MPhil, and 16 years of education. Share will be determined as per university enrollment and the laptops quota for each degree program will be determined , University Quota, Campus Quota, Degree Program Quota, Department Quota, and Year-wise distribution. What this means practically: your competition is not every student in Pakistan. Your competition is the students in your own department at your own university. That is a much smaller pool.
Step by Step Application Process
Now the part you came here for.
Step 1 , Visit the Official Portal
Visit the official HEC Student Service Portal at laptop.pmyp.gov.pk. For 2026, the process has been streamlined to include real-time verification with university databases. Jobscentre
Do not use any other website. There are many fake websites that pretend to be the official portal. Always go directly to the government URL.
Step 2 , Register or Update Your Profile
Students are advised to apply online by registering or updating their profile at the Students Service Portal. Students can apply through the web portal or through the mobile app. Rehmat Card
If you applied in a previous phase, do not create a new account. Log in to your existing profile and update your details. New students should register fresh.
Step 3 , Fill the Application Form Completely
Enter your personal details, academic record, CGPA or percentage, university information, and degree program. Every single field matters here.

Step 4 , Upload Required Documents
Scan and upload your CNIC, student ID, transcripts and other required documents. Review your information carefully before submitting, as mistakes may lead to rejection. CBMC
Once selected, your University Focal Person will require physical copies of the following: original CNIC or B-Form and two photocopies, latest academic transcript verified by the Controller of Examinations, university student ID card, domicile certificate specifically for provincial quota verification, and an affidavit , a signed document stating you have not received a laptop previously. Step 5 , Submit and Wait for Verification
Once you submit, your application moves to university verification.
The selection process follows these steps: application submission where students apply online before the official deadline, university verification where the focal person of the student's university verifies application details, and HEC merit compilation where the Higher Education Commission prepares merit lists based on academic performance and eligibility criteria. How to Check Your Application Status
Visit the official PMYP portal and enter your CNIC to check whether you are on the merit list or not and get information about the distribution schedule in your university. The portal will also show the documents needed to be collected such as CNIC, university ID, and selection notice via email or SMS. Elevate Pay

Understanding the Merit List Process
This is the part where a lot of students get anxious. Here is how it actually works.
Once the deadline for verification from HEC has expired, the automated process will run on the system to generate merit lists for each university. Then HEC will share the provisional merit list among the institutes for their cross check, and institutes will cross check and reply within 15 days. After removal of discrepancies from the provisional merit list, HEC will share the final merit list among the institutes. Every institute must display the final merit list on their notice board, website, or social media page with a timeline for distribution. Provisional lists were released in July to August 2026 at many universities, with correction windows provided. Universities such as NUST, UVAS, and Air University published their provisional merit lists, with NUST uploading its final merit list online and Air University releasing department-wise selection details highlighting high CGPA cut-offs. Laptop Distribution , When and How
The government has announced the laptop distribution starting from October 31, 2026. The distribution will continue in different phases after this date across Punjab. Students are advised to apply early and not wait until the last date. CBMC

Common Mistakes That Get Applications Rejected
Learn from others so you do not repeat the same errors.
Mistake 1 , Applying from an affiliated college. Students from affiliated colleges of public sector universities are NOT eligible to apply for the laptop scheme. If anyone registers, their application will be automatically rejected. Bloom Pakistan
Mistake 2 , Applying again if you already got a laptop. Previous beneficiaries of any federal or provincial laptop scheme are completely ineligible. There is no exception here.
